Abstract
This article is a study on the framework for developing online public services (OPS) and applying, analyzing, and proposing improvements to online public services in the Northern Midlands and Mountains provinces. The study is based on data from the Report on the Readiness Index for the Development and Application of Information and Communications Technology (ICT index) in Vietnam, applying desk analysis and comparing (OPS) in localities. Lao Cai is the strongest province in terms of OPS and is the strongest at level 4, citizens can completely process documents online, receive results and pay service fees online. Son La and Cao Bang are the two weakest provinces in terms of OPS, weak at all 4 levels. OPS does not include the aspect of "customer care" such as citizen relations management, handling complaints about OPS by online channels. The article proposes four policy implications for the development of public services in the Northern Midlands and Mountains provinces, aiming to contribute to improving the ICT index in these localities.
